“Silent churn” was prevalent, with nearly half (46%) stating that VIP players often or very often became inactive without prior warning. Around 48% had no indicators of players’ behavioural signals or health. Co-author Viktoriia Grygorenko, CEO at The Playa, called this finding the “clearest commercial case in the report”.

“Every other finding – portfolio overload, fragmented data, reactive workflow, no behavioural signal – resolves here, in revenue that walks out without notice, without warning and without anyone getting the chance to intervene.” 

There was also strong interest in prioritisation tools, with 75% placing high value (8/10 or above) on daily prioritised action guidance for each player.

Egypt’s gambling rules were written around physical venues. Law 8 of 2022 provides that “gambling games may not be practised in establishments except by non-Egyptians”. No licensing framework exists for online betting.

In October 2024 the then-prosecutor general ordered the freezing of e-wallets and the suspension of mobile lines used by betting agents. Separately, in February this year, officials said regulators were working with the telecoms authority and the media council towards blocking about 80% of betting applications by the end of that month.

Ahmed Badawi, who chairs the House communications committee, said in May that the government would amend the anti-cybercrime law to name online betting explicitly. Life imprisonment was discussed for the gravest offences. No bill number or text has been published.

There is a second complication. The relentless flow of Commission statements may eventually make enforcement less damaging rather than more.

“The regulatory failures are unhelpful but perhaps the sheer number and regularity of them has made them less remarkable, such that they become ‘wallpaper’,” Waugh says.

He argues that some lawyers and licensees believe the Commission’s presentation of cases is detached from the operational reality but feel they have little option other than to accept the “regulator’s truth” when settling.
