What is Dog House?

Anyone residing in Cyprus, with income not high enough to support their basic needs, is eligible for the benefit.

Cyprus is not the first market to consider whether to block its welfare recipients from using their benefits to gamble, Brazil introduced a similar ban in 2025.

During a session of the House Audit Committee last Thursday, members of parliament (MPs), the Data Protection Commissioner and representatives from the Welfare Benefits Administration Service (WBAS), the Gaming & Casino Supervision Commission and the National Betting Authority (NBA) convened to discuss ways to identify and restrict gambling activity among GMI beneficiaries, as reported by Cyprus Mail.

Operators and companies linked to them are also prohibited from acquiring, licensing, or exploiting rights to sporting events held in the country. In the area of ​​administrative penalties, the rapporteur’s text incorporates the new infractions into the existing sanctions system in Law 14.790 of 2023, which provides for fines of up to BRL2 billion ($392.8 million). 

One of the main changes made by Vieira is the creation of the crime of promoting unauthorised betting operators. The penalty is one to five years imprisonment. This may be increased by one-sixth to two-thirds when the promotion is done by a digital influencer, athlete, or well-known person, due to their greater ability to reach the public. 

The rapporteur also added a rule designed to prevent the immediate movement of professionals between companies in the sector and bodies responsible for authorising, classifying, regulating and overseeing betting. Anyone who has maintained a significant link with an operator or representative entity of the market will be barred, for 24 months, from assuming certain regulatory functions. A quarantine period of the same duration will also apply in the reverse movement, for the transition from the regulatory body to the private sector.

Safeguarding has reappeared as a focal point for the regulator. In July of this year, ANJ imposed a €500,000 ($572,797) fine on an unnamed online betting operator, referred to as Company X, for not adequately identifying and supporting customers exhibiting signs of problematic gambling. 

The fine followed an investigation that found Company X had failed to correctly identify 29 high-risk players at an appropriate risk level. Six players were missed entirely and 23 were misclassified at a lower risk tier. 

The regulator also launched a public awareness campaign earlier this year during the 2026 World Cup to warn of potential gambling addiction risks associated with increased sports betting during the tournament.
